समता ,स्वतंत्रता ,बन्धुत्व ,न्याय पर आधारित समाज एवम राष्ट्र का निर्माण करने के लिये भारत के संविधान पर प्रभावकारी अमल होना आवश्यक है । महापुरुषों के इस अधूरे को मिशन पूरा करने के लिये । आत्म निर्भर, स्वाभिमानी, स्वावलम्बी मूवमेंट निर्माण करना जरूरी है । मिशन की सफलता जैसे नेतृत्व, विचारधारा, रणनीति पर निर्भर है उसी तरह मिशन की सफलता साधन संसाधनों पर भी निर्भर है होती है।

भारत के संविधान के माध्यम से मूलनिवासी महापुरुषों ने मिशन व्यवस्था परिवर्तन के उद्देश्य को पूरा करने के लिये बुद्धिजीवी वर्ग एवम पैसा , समय , श्रम , हुनर का निर्माण किया और यह अपेक्षा की कि 5% बुद्धि ,पैसा समय , श्रम , हुनर अधूरे मिशन को पूरा करने के लिए लगाए ,परन्तु आज व्यवस्था परिवर्तन के लिये निर्माण हुए साधनों का निजीकरण हो गया है और इसीलिए बाबा साहेब ने 1954 में आगरा में कहा कि मुझे पढ़े लिखे लोगों ने धोखा दिया। व्यवस्था परिवर्तन के लिये निर्माण हुए साधनों का समाजीकरण करने के लिये बुद्धिजीवी मेडिकल प्रोफेशनल एवम बुद्धिजीवी मूलनिवासी बहुजन समाज मे Pay Back to Society की भावना निर्माण होना आवश्यक है इसलिये इण्डियन मेडिकल प्रोफेशनल एसोसिएशन अधूरे मिशन को पूरा करने के लिये 5% बुद्धि, पैसा ,समय, श्रम , हुनर Pay back to Society करने की अपील करता है ।
Rashtrapati Jyotirao Phule and Babasaheb Ambedkar gave priority to the creation of an educated class. Because the educated class is intellectual and this intellectual class has salient features. (1) Ability to make scrutiny what is right and what is wrong. (2) Ability to change the rotten system that enslaved. (3) Ability to create an organization for destroying the system and for creating a new system. (4) Medical professional class is a high-level intellectual. (5) This class can show direction to the aimless people. (6) Can provide leadership to the leaderless society. (7) Intellectual medical professionals wield influence in society. A doctor is revered in society. Babasaheb Ambedkar says nobody can dare a society that has 10 doctors, 20 engineers, and 30 lawyers.
If the Mulnivasi medical professional gets involved in the movement for structural transformation (Vyavastha Parivartan) it will not take much time to fulfill the objective set by great forefathers. Rashtrapati Jyotirao Phule and Babasaheb Ambedkar gave priority to the generation of the intellectual class because the intellectual class has the ability to provide leadership to the movement of structural transformation. For this structural transformation, intellectual class is an important means, therefore our forefathers gave priority to the creation of the intellectual class.
